Moreover, may I know if you delete stored app passwords, will you be asked to create a new APP password the nextApple has long offered two-step verification for iCloud accounts, but extra barrier for gaining access to your account was limited. If you still cannot create or manage APP password, please provide us a screenshoot of the Security privacy page to us for further analysis. If you still cannot see this option in Security & privacy under your account settings page, you may disable and re-enable the option to allow users to create APP password to check this issue. Given this situation, could you please try to clear the cookies and caches of your browser and then use the browser's InPrivate mode to sign in your account to see if there is any difference.
